A new round of rallies was planned in and around Ferguson, Missouri, on Monday, hours after a man was critically wounded in a gun battle with police when peaceful protests to mark the fatal shooting a year ago of an unarmed black teenager by a white officer erupted into violence.

On Sunday night in the St. Louis suburb of Ferguson, several volleys of gunshots rang out as police in riot gear tried to disperse demonstrators blocking traffic and smashing storefront windows along a street that was a flashpoint of riots last year after 18-year-old Michael Brown was shot dead.

The death of Brown and a grand jury's decision to spare the officer, Darren Wilson, from criminal charges led to a wave of demonstrations that boiled over into rioting and arson at times and spawned sympathy rallies across the United States.

A man who allegedly opened fire on police in Ferguson, Missouri, on the anniversary of Michael Brown's death, was critically wounded when the officers shot back, St. Louis County's police chief said early Monday.

Chief Jon Belmar said at a news conference that officers had been tracking the man, who they believed was armed, during a protest marking the death of Brown, an unarmed, black teen who was shot by a white officer in 2014, sparking a wave of national protests against the mistreatment of African-Americans by police.

Belmar said the man approached four plainclothes officers on Sunday night that were in an unmarked police van and opened fire. The officers returned fire from inside the vehicle. They then pursued the man on foot.

The chief said the man again fired on the officers, prompting all four to fire back. The alleged assailant was then struck and fell.

The man was taken to a hospital, where Belmar said he was in "critical, unstable" condition.

St Louis County has issued a state of emergency following Sunday night’s escalation in violence during a demonstration marking the first anniversary of the fatal shooting of Michael Brown.

“In light of last night’s violence and unrest in the city of Ferguson, and the potential for harm to persons and property, I am exercising my authority as county executive to issue a state of emergency, effective immediately,” St Louis County executive Steve Stenger said in a statement.

Stranger later told KMOX radio in an interview that a curfew banning Ferguson residents from the streets late at night may yet be implemented.

St Louis County police chief Jon Belmar will take over the operation of police emergency management in Ferguson and surrounding areas, Stenger said.

On August 9, 2014, Darren Wilson, a white police officer, shot and killed Michael Brown, an unarmed 18-year-old black man, in Ferguson, Missouri. Brown's body lay on Canfield Drive in the small St. Louis suburb for nearly five hours, as crowds grew and anger magnified.

Some locals, like Ferguson City Council member Mark Byrne, say that the ensuing protests — which would spark a painful and ongoing national conversation about police violence and the value of black lives in America — were unexpected in Ferguson.

"We didn't have the racial issues," Byrne told Vox, "and there wasn't racial tension."

Others will say that racial tension and resentment over what black residents (and, later, the US Department of Justice) described as biased policing had long been simmering beneath the surface in the city, where the population was majority black and the city government and police force were majority white, and Brown's killing simply sparked an explosion of anger that was inevitable.

Prosecutors in Ferguson, Missouri, have charged a man with assaulting officers during events marking the first anniversary of the killing of unarmed black teenager Michael Brown.

They named the suspect as Tyrone Harris, 18, who was critically wounded in a gun battle with police on Sunday.

The authorities have declared a state of emergency in the city.

Michael Brown's death triggered a wave of demonstrations over the use of excessive force by police officers.

Brown, 18, was shot in August 2014 by white police officer Darren Wilson, who was later cleared of any wrongdoing by a grand jury and the US Department of Justice.

St. Louis County Executive Steve Stenger has issued a state of emergency following a shooting on the anniversary of Michael Brown's death in Ferguson, Mo. In part, the move gives St. Louis County authority over police emergency management in Ferguson and surrounding areas.

Also Monday afternoon, activist and professor Cornel West was among protesters arrested at a sit-in at the St. Louis County Federal Courthouse.

Gunfire erupted Sunday night as events marking Brown's shooting death were winding down; a man who police say exchanged fire with them ended up in the hospital. Police say the man was not part of the weekend's rallies, which have been peaceful. Brown, an 18-year-old black Ferguson resident, was unarmed when he was shot and killed last year by (now former) police officer Darren Wilson, who is white.
